How do I lose this 1" fat on my thighs and stomach?

I'm 5'5" and my weight fluctuates from 109-114lbs. I know this is not optimum for my height, but why do I an inch of fat on my thighs & stomach? How do I lose that fat? Can I use the rowing machine to lose it?

Who knows? I would venture to guess and say you're a naturally thin person. In spite of how you eat, you're always thin. But because of this fast metabolism you eat whatever you want. And therefore you you have that li'l bit of fat on your thighs and stomach.

If you were to tighten up your diet, and be more exact with it, you'd lose that fat easily. The rowing machine won't burn the inch of fat off.

At your current weight, I'd recommend you start eating 1200 calories every day. 500 from protein. The other 700 can be split amongst the carbs and fats as you like.

If you prefer to diet in a low carb manner (which is my recommendation between the two), then do this:

Still 1200 calories
Still eat 500 calories from protein.
Eat 500 calories from fat.
Eat 200 calories from carbs.

For the low carb diet, design your meals around these foods:

Protein: eggs, chicken, tuna, salmon, white fish, turkey, whey protein powder

Fat: almonds, cashews, all natural peanut butter, avacado, extra virgin olive oil, fish oil capsules, evening primrose capsules

Carbs: only GREEN veggies.

If you go the NON low carb route, you can use the same protein and fat sources but with these carb sources too:

Carbs: oatmeal, fruits, veggies, rice, pasta

Eating like this alone will get that fat off. But adding weight lifting to the equation will make your body composition only better. Work your whole body too. Not just your core and legs. The weight exercises will not burn any fat from those specific areas but it will help with shaping the muscles under neath the inch of fat.
